Hi, I have created a time sheet app using share point list, only when the user is given access to the share point site the app is working for the users else its showing an error saying you don't have permission to create this row, is there an alternate way where the user can use the app without being a member in share point site.

You can change the permissions on the actual List rather than the site - so I give Contributor rights to everyone on the list itself, but no rights to the site. People can access the list via the App but not the parent site that it sits under.
Then you could also edit the list's form to a custom App where it only has one button, and that button opens the actual App.
I also recommend disabling Quick Edit and 'Edit from Detail pane' for the list.
