Cards for PowerApps - card sent to Teams with Power Automate isn't viewable

Can anyone confirm what licenses are needed for an end user to view a card, which accesses Dataverse data, that's been sent to a Teams channel using Power Automate? I'm following this guide but nothing is stated therein about licensing.

Although I can load the card properly (with my PowerApps Developer license), end users (with PowerApps per app licenses) get the following error: "This card requires a premium license. Contact your administrator to get assigned a license." The Power Automate flow that sends the card is associated with the app that those users have a license for, but that doesn't seem to be enough to allow those users to view the card it creates.

Also having same issue and all Users are Assigned PowerApps per User Licensing.

Mine seems to have started working once I assigned the users in question the free "Microsoft PowerApps for Developer" license (which I can't find any documentation on). Not sure of the wider implications of this.

From what I can make out, the Microsoft PowerApps for Developer license isn't an appropriate one to be issuing to all users, so I've removed it. Therefore this problem still needs a solution.

I realise that sending cards via a flow is still a preview feature so it's not surprising if there are situations where it doesn't work. Is there a way to report the issue to the dev team for Cards? At the very least, the documentation needs updating.
