Could you please share a bit more about your scenario?
Do you want to restrict Users in the Organization to not to create Apps only use Shared Apps?
If you want to restrict Users in the Organization to not to create Apps in Production, Stage, Dev Environments, you must remove any Security Role for the users from these Environments. In other words, do not assign any Security Role for the users within these Environments.

In addition, if you want the users to only use your shared apps, when you share apps to these users, you must share "Can Use" permisson of the shared apps to them.
