This error code means that your user ID may be wrong in your side.

You need to check your User ID.

You can get the ID in your Azure :

I test it in my side , it works good:

formapi/api/Environment ID/users/userid/light/forms('form id')?$select=id,title,questions&$expand=questions($expand=choices)

And what's the detailed error code in yoru side.
