Failed to install the flow

I've seen similar posts but none of the suggested steps help. A handful of users can run a flow, but a few of their counterparts cannot. Can anyone suggest additional things to check?

I have the same problem with one of my flow. In my case the flow is working correctly in DEV and TEST environments and is not working for some users in PROD environment. In PROD environment there is an error message "Failed to install the flow".

We found a "work around", but it requires a new migration. We went to the app, removed all of the flwos, re-added and migrated, and it works. For us, the pattern was the users who were able to run them had access prior to the last migration.

REALLY hope MS fixes this. We look bad when things don't work.
