I am also looking for this functionality and disappointed that it's not possible!

Thanks for reaching out.
The Cancel Request button is part of the management of approvals, and should appear to a user only if they are the Requestor of that approval.
In the same way, in the Approvals app in Teams, all the approvals are divided between 'Sent' and 'Received' and the option to cancel an approval only appears for the 'Sent' items for any user, as these are the approvals that they requested (Manage your approvals in Microsoft Teams - Power Automate | Microsoft Docs).
This behavior is found not just in Teams, but also on the Power Automate platform, in the left-hand menu under Action items > Approvals, where you get the same division and possibility to cancel your Sent approvals, and only to respond to your Received approvals.
Can you confirm with your user who canceled the approval that they were the requestor?
If so, then there is no way to remove the cancel button, you can only manage the rights to create approvals in a centralized way, so to only allow certain users to create them, respectively to cancel them.
