I am developing an app that works with SharePoint with PowerApps for Office 365.
When using this app internally, is it possible for users who have licensed only the per app plan to use it?
・ All regular employees are licensed for Office 365.
・ Several users who want to use it are temporary employees and I do not want to use Office 365.

Are you using any Premium Connectors?

If it is just SharePoint and PowerApps any of the following will be licenced: F3, E3 or E5.

Please check if you are using any premium connectors.
