Only Power Apps Plan Trial and Power Apps Community Plan are free.
Power Apps Plan Trial gives you Power Apps Plan 2 for 30 days. This is meant for trying out all functionality, e.g. Power Apps, Common Data Service, and Power Automate. You can use a work or school address to sign up for a trial license. The only limitation, I think, is 30 days trial. Once your trial expires, you have to purchase a plan that is not free.

Power Apps Community Plan also gives you access to all Power Apps premium functionalities, Common Data Service, and Power Automate for individual use. This plan is primarily meant for learning purposes, This plan is perpetually available, but only for learning and building your skills on Power Apps, Common Data Services, and Power Automate. The limitation of this is that it is limited to self-learning and testing, and you cannot share the app with other users, let alone put it into production.
