I am trying to send an email notifcation when a new user is added to either a teams group or a microsoft list serv? I am okay with whichever one is easier, but I am having trouble getting it to work.

If you would like to send an email notification when a user is added to Teams group, please check the following flow for a reference.
We could use the trigger of Office 365 Groups “When a group member is added or removed”, make sure select the Teams group from the dropdown for Group Id field.
Then add an action to send an email notification.
