Adding historic forms response attachments to Sharepoint List

Hi Everyone

 

I am looking to add historic form responses (with attachments) to SharePoint list. I have exported the responses, and have these in excel format with a url link to the attachment, but have spent all day trying to work out how to process the attachment from the url.

 

Anyone help please?
