Is it possible to change the FROM email account when using the Office365Outlook.Send function within PowerApps or does it always send from the user's account? I'd like to send a quick acknowledgement email when something is submitted but would sooner not bother with a separate flow.

You can, technically, but the account that starts the action (i.e the user who clicks the button) would need Send As or Send On Behalf rights to the account you are trying to send from.
