Approval email with attachments sometimes no attachments

I'm having a problem with some of my flows that are not failing but at the same time not working as expected, the issue is intermittent making it harder to find what is going on.

My flow is started when an item is created in SharePoint, it then collects the photos and emails to approval with the photos attached, most work as they should but we get a couple where the photos do not attach despite being in the SharePoint list.

I have attached the complete flow that i have setup, As mentioned it works most the time, But on some although showing successful the photos are not attached, although showing the photos in SharePoint list,

I am wondering if adding a delay would help? as maybe its going through to quick and the photos are not uploaded to the list? any ideas on what i need to do to stop this from going wrong,
