I have exported/imported solution from Dev to Test as a managed solution as recommended. However now that it's in Test how do I share it with the tester? Do I need to share it before I export? then once I've exported take off the sharing? (I want Tester to have access in Test Environment only and not dev)

not really a solution just a work around.. just exported as unmanaged into the test environment..
It gives me headaches lol.
Microsoft says it's a best practice to export his solution as a managed solution for test environment.
So what do you do for your prod environnement. It s mandatory to export you solution as managed

could you give a try ?
in you dev environnement, click on export solution, publish your solution, next, select managed.
In your test environnement, import and wait. After 5/10 mn the apps appears within applications menu.I'm so happy
