Using Power Automate, I'm drawing a blank on how to take files from a Document Library and attach the files to a List, using the files meta data in the corresponding List columns. Ideas for a novice user?

There is Add Attachment action for that. You could collect the file content via an action like Get File Content.
Below is an example
In this example I selected the file and added the attachment to the first item in my list (with ID 1). You might want to change that part to meet your specific requirements.
Get File Content is requiring that I select a specific file. There are multiple files in the folder that need to be retrieved and added to the List.
