Hello,
Maybe I'm not understanding the limitations of the PDF Viewer but can it not display a PDF if I'm simply putting a URL in the Document property? I'm using a HTTPS because I know that is a limitation.
I've tried this with quite a few PDF URL's and I can't seem to get the control to display the PDF 😞

Please check the below limitation:
You may not be able to view a PDF document in your app if the document resides on a server that has restrictive cross-origin resource sharing (CORS) settings. To resolve this issue, the server that hosts PDF documents must permit cross-origin requests from powerapps.com.
