My aim is to have teh refreshed dataset in the PowerBI in every 15 min or so but Powerbi Scheduler doesnot not allows to refresh data more than 8 times a day. I thought of integrating it with MS FLows and scheduling it from there, I am stucked at the end of process of i.e. Test and getting 403 as status as response.
Can any one help me on setting the connection and refreshing the dataset?

Could you share a screenshot of your Flow configuration?
It seems that you want to set up Schedule, run Flow every fifteen minutes, and add rows into Datasets.
You could use Recurrence as the trigger, set the period to 15 minutes, and then configure Add rows to dataset.
Please make sure that the account of connection you have configured has edit permission to the corresponding Dataset.
Or provide more details, which should be helpful for me to share a further suggestion.
