Help in building flow

I am building an app in powerapps and i am stuck in building flow for the app. Below is the app process break down.

1. Initiator creates a Contracts Completion Request.

2. Request flows to Legal Reviewer that was selected by the Initiator at the time of creating the Request. Legal Review would complete the Request form by adding Project Name and Budget Owner.

3. Request flows to the Budget Owner for approval. If approved, request flows to Legal Reviewer for approval. If not approved, request returns to the Legal Reviewer to make changes and re-submit.

4. If approved by Budget Owner, request flows to Legal Reviewer for approval. Once approved, workflow ends.

5. If Legal Reviewer is not satisfied, request should be returned to the Initiator for remediation and resubmission.

    I create all of the Legal forms and workflows in my company and your process sounds similar to several of my forms. However, I am using Nintex workflows for these as they have what is called a state machine function, which Power Automate does not have. @RezaDorrani has come up with a way to simulate a state machine in Power Automate.     If you watch his video, I think it will provide you with insight on how to proceed.
