Want to create a similar PowerApp as the sample Budget Tracker app. Any procedure?
Did you tried create a new app selecting the template budget tracker and personalize?

How to create a new app by selecting the budget tracker as the template?
If you have installed PowerApps studio, please do as flowing:Click File>New>under Start with a template or blank canvas, select App templates. Then you could select Budget Tracker template. At there, you would be asked to configure a connection if you haven’t done so, such as Dropbox, One Drive. Then click Use button. Then an App would be created from a template. After you create the App, you could customize it to your needs, save it and share it with your organization.

Seems the App templates still not available. 😞
It seems that you are using a PowerApps Studio for web. Currently create an App from template has not been supported on the web, so it is just shown as Coming soon.
Could you download PowerApps studio from the Windows Store and login with your account? At there, you would be able to create a Budget Tracker App from template.
Yes, i can create the App by template now. However, no sample data displayed on the new created iphone app. And it is working
find in the PowerApp Studio and also able to found the data file stored in my OneDrive for business.
