User cannot Access Model Driven Power Apps - License Issue Dynamics 365

This is quite urgent for us, we are experiencing problems where certain users who have been added to a CDS environment and have the same options selected for their o365 subscription cannot access our Model Driven PowerApps despite being given security roles etc. They keep getting the message with the white box with:

You do not have a license to use Microsoft Dynamics 365. Contact your Office 365 administrator to assign a Microsoft Dynamics 365 licence to you.

the users can access the system and they do not have this dynamics 365 license, it is just a PowerApp (model driven application). We have looked through the differences between the users subscription levels etc. - cannot find anything different between them. Any help urgently is appreciated.

To be able to access powerapps model driven apps user must be assigned a powerapps per user which allows users to access unlimited number of Apps or Powerapps per App license.

Thanks for the quick response, but I don't understand any of this, the user is showing up as enabled in the CDS environment and this is the first app she has been given access to, so even with the basic license of 2 apps per user she should be able to access the application.

Also as a side note - why do MS keep throwing up MS Dynamics 365 errors for this sort of thing - they need to change it, I can only cope with it because I was a Dynamics Developer many years ago, but I suspect it must confuse the hell out of people who have signed up for PowerApps for the first time and have not had exposure to Dynamics in their past developer lives.

@ZiaUddin - A Dynamics 365 is also, technically, a model-driven app. It just happens to have a first-party app setup, coding, logic, etc. built in.

Did you check the security roles assigned to see if any of them are related to a Dynamics 365 app? There are some security roles that are there specifically for Dynamics 365 apps access.

When you talk about the security roles I am assuming you are talking about the roles in the actual CDS environment which is used by our apps ? - if so none of our users make use of any dynamics 365 apps, we just build LOB apps for users that don't make use of dynamics 365 feature components like Marketing Sales etc... None of it makes sense why this one user is unable to access the application yet someone with exactly the same licensing can access it.

Did you check the Licenses status ?
Go to https://admin.powerplatform.microsoft.com/
On the Left Menu choose capacity and check if you have remaining License capacity assigned to your environment.
