What do you mean by “input a response button that either sends an email or updates an excel file with that person’s name”?
Do you want to send an email to the file creator, update the excel file with responder’s name?
Please try to use the modern approval Start an approval to see if it will work for you.
Add the trigger When a file is created (properties only).
Add the action Get file content.
Add the action Start an approval, select Everyone from the assigned list for the Approval type. In the Assigned to field, fill in the email addresses of approvers.
Add an Apply to each, select output Responses from the previous action. Within the Apply to each, add action Send an email to send email to file creator. Then the action Add a row into a table to insert the responder’s name into the Excel table.
