Hi,
I want to create an app for my neighborhood library. There would be a librarian app that uses some premium features (e.g. downloading information from the web) and a library user app that doesn't use any premium features. Would users who do not have a work or school O365 account be able to access the library user app?

Short answer is no - all users accessing Power Apps need an appropriate Office365 Licence. You might look at Power Pages (although the pricing may not suit your situation)

Thanks for the responses. I just have a question. Why is it that the library user needs to have a premium account even though their app doesn't use any premium features? Could sharing it through a Azure directory be a workaround?
What is your data source and what connectors are you using in any flows ?
My data source is SharePoint for both apps. I am using a flow, there is a premium feature used in that. However, that flow with premium features is only used in the librarian app.
A Flow with premium connectors run from an app will require all users of the app to have a per app/ per user licence.
