Trigger a 2nd flow based on a file created by the first flow

Hi all - does anyone know how I can trigger a 2nd flow based on a file created by the first flow?  For some reason, the 2nd flow won't fire when the first flow creates the file in the specified directory.  It does trigger when i manually drop off the file in that location.  Thanks!
