If those legacy apps are Power Apps that are not already embedded in a Team, then yes they would need to have either a Per App or Per User license to be able to use any premium features such as Dataverse.
For brand new Apps that only utilize standard connectors - they can use Teams (which then also allow premium connections within the context of the team, and a limited Dataverse for Teams instance) or they can use the basic Power Apps plan that comes with the F1/F3 license to create standalone applications as you mentioned only standard connectors.

One thing to add to @iAm_ManCat reply. The last I checked F1 licenses (and I think F3 licenses) could run apps, but not create them. So they'll need at least one regular Microsoft 365 license to build apps that even use standard connectors. I doubt that's a problem because I don't know any organization that only has F licenses. There are usually a couple regular licenses also.
