Links in email to start another Power Automate

How does one format a link(s) in an email to start another power automate flow NOT using Email with Options?  Id liked to place the links in a HTML Table so when a user clicks on the link it sends the file ID and a response to Power Automate to start PA #2.

 

Now if there is a way to edit the Email with Option layout I am all for using that.
