Hi,
I am not sure how I should licence my company. When I have got one person who will make aplication in PowerApps Paln 1 and then this aplication will be distributed between employers. Do employers also need PowerApps licence or not?

Your users will need some type of license to use PowerApps (O365/Dynamics. Plan 1 or Plan 2). If someone with a plan 1 license creates an app that uses the common data service (CDS) or a premium conector which is only available with Plan 1 or 2 then each user that will be using that app will also need a plan 1 license.

If your employers are needed to use PowerApps, then they should at least have the Office 365 or Dynamics 365 integration plan.
