Hello, we are starting our organization with all Power Apps development going through IT initially (holding off letting employees make their own). We are currently using SharePoint lists as our main backend database, and I was wondering what makes more sense: for us to have all the SP Lists under one SharePoint for Power Apps, or having the lists reside in the SharePoints of the primary departrment that the list belongs to.

Since the users of the apps need permission to access the list that the app is using. And since one of the reasons for setting up different sites is to set the permissions on the sites to the people who use them. I think the best practice here would be to use the data where people will have access to it, ie in their departments.
