Two condition in one condition action

When I put two AND condition in one condition action, the condition flow is being ignored.
However, when I separate two conditions into two condition actions, the flow managed to work.
Would be great if anyone can help with my query.

    I can see from your first image you are using Application Status for checking Submitted status and in your last image it is pointing out to body/application something, are both the expression correct?
