I'm kinda new to Power Apps and I'm currently working on the Microsoft AI Challenge - where I am task with building a Power Automate Flow with AI Builder Text recognition and one of the task is to create a new table on the Dataverse and unfortunately it's greyout how do I get around it

Are you using your own environment or the environment shared by AI challenge event organizers?
Please check the access you have in this environment. I believe you are missing create permission for data verse in this environment.
