Based on your description, I recommend you to change the flow structure, replacing the "Recurrence" filter for a "When a file is created", from SharePoint connector.
After that, you can include a "Delay" action to freeze your flow for 6 hours, and finally include the "Send an email" action. If you need to use any filters to the files created in SharePoint, you can apply them directly in the trigger, or inside a condition, just like you did for "Etat is equal to Nouveau.
After these changes, your flow structure may look like this:
Have in mind that you won't need to add a condition for the "Created at", as Power Automate will send the email only after the freezing time (6 hours), as highlighted in yellow.
