cyclical Reference

Why will this cause a cyclical reference?

    Do you also have a rule on Date Window Start and Date Window End?

    I sued to have this but again I couldn't activate due to the same error

    So, what I'm attempting to do Is create one business rule per Priority Response, I already have 1 working but if I want to activate the second one, I got the cyclical error

     Need to see the actual content of the business rules. 
    Do any of the rules change the priority or do any check the values of the dates?

    The only value that changes is the SATRT and END dates, the column priority remains the same it is only used as trigger
