if I change my plan from dynamics 365 to PowerApps per app plan, will my existing classic workflows continue to work?
Or Do I need to convert them to Power Automate Flows?

Based on the issue that you mentioned, do you want to check if the workflows work when you change your plan from dynamics 365 to PowerApps per app plan?
The answer is yes, you could run the existing workflows.
Power Apps per app plan allows individual users to run two applications and one portal for a specific business scenario in a specific environment based on the full capabilities of Power Apps. You could run the workflows created in the model-driven app.

As the CDS is common for both Dynamics and PowerApps, there is no need of migration of apps or data after the plan change from Dynamics to PowerApps right?
