Another way would be to read the csv and store in datatable and write in excel using write to excel worksheet action 🙂

can you try to invoke powerShell script to make it fast
Start-Process -FilePath 'C:\Program Files\Microsoft Office\root\Office16\excelcnv.exe' -ArgumentList "-nme -oice ""$xlsFilePath"" ""$xlsToxlsxPath"""
