Mandatory multistep form field being skipped by some users

I have a power pages portal that is live and open to the public. We have an anonymous page with a multistep form. One of the step has a field to upload a file. The file field is a column in the main table of the multistep form and is marked as mandatory. We have had 1000+ registrations through the form and users have uploaded the file as necessary. When we test too, we cannot go to the next step without uploading the file.
 
But, around 5 out of the 1000+ users were able to complete the form but without providing the mandatory file. We have no clue what is happening as we have no access to logs. We raised a ticket with Microsoft and it has been ongoing for couple of months. It seems to have been escalated to product group and they are requesting network traces!!. No idea how I would ask everyone coming to my portal to capture network traces and send to me in the hope that the issue gets replicated. For the five cases, we were able to contact the users later and ask them to forward the mandatory files and they all turned out to be just pdfs and when we tested with those, the files were accepted by the portal.

    If you know some of the users, see if you can find out what browser & version they were using.
     
    If they were going Next without uploading a file, you may be able to add a bit of JavaScript to the Validator, and check if a filename is being displayed on the form (assuming its not a problem with the Validator itself).

    Very stupid from Microsoft support to ask for network logs, it makes no sense unless you are able to reproduce the issue
     
    As an alternative here, I would suggest running a Dataverse plug-in on the submission of the form to ensure that all business-critical data has been provided, including the document.
    You can even log in an internal table the result of that logic, so you would be able to tell if applications were going to be submitted without the document
     
    that's just an idea, but can't really say how users managed to submit without the document
