They also need permission on the DataSources, where read only for lookups or Edit.
If you use SharePoint they need permission on those source lists, if Excel or any other the same applies.

What’s your current situation? Are you still having the issue?
Please do as @nickduxfield suggested, share the resources to shared users with can edit permission also.
