PowerApps Triggering Flow to Create SP List Item Fails for Only some users

I have a PowerApp that i've embedded to a Power BI Dashboard. Whenever a user uses the PowerApp for the first time, they have to put in their SP login, and press accept on the SQL connection as well. 

 

Users enter data in the PowerApp - press submit, and the Submit button triggers a flow that creates an item in a SP List. I should also mention our SharePoint is on-premise. 

 

Only for some users do I get the error below in the Flow. All of the required fields are filled out, there are no values missing. I have narrowed this down to that it must be an authentication issue. All users have full control permissions to the SharePoint list. Can anyone help?

    The flow creates the item in sharepoint and that's where it's failing. It succeeds when some users enter data into the powerapp (triggering the flow to create the sharepoint item), but fails on other users.

    Did you verify that all the users also have access to the On-Premises gateway?  That might be preventing them from accessing the On-premises SharePoint even if they have permission to the list.

    Yes, our 'everybody' domain group has admin level permissions to the gateway.
