Hide Only New Documents Until Approved

I would like to replicate the functionality of the Document Library "Require content approval for submitted items?" except that I want someone to have to approve only NEW items and not MODIFIED items.  It seems like I should be able to do this with a Flow (assuming that I am not missing something with setting it in the LIbrary's settings), but am not sure how I can have the document visible to only the approver until and unless it has been approved.  Any help here?

    The (SharePoint) content approval action will be available in microsoft flow soon; the SharePoint team is actively working on it

    Hi @maslansk,

     

    Does the file is invisible to others except the approver when it has been approved?

    There is no way to hide a document of SharePoint library in Microsoft Flow currently, if you would like this feature to be added in Microsoft Flow, please submit an idea to Flow Ideas Forum:

    In addition, the “Approval Status” column of a SharePoint list/library that has content approval enabled is not available in Microsoft Flow currently. Please refer to the response from STAFF merwan in the following thread:
