I checked this behavour on my iPhone as well.
1. If you keep the app open, and go offline, then only it will be available in main list for offline usage.
2. If you close the app and you are on list page, and go offline then you will see no apps avaialble.

It seems that so far consistently showing in list of apps when offline in iOS is not avaiable, you could try to submit an idea in PowerApps Idea forum below so that it might be considered for future release if the idea is voted frequently:

Thanks for the responses, appreciate the investigation.
@v-monli-msft I would consider this a bug rather than an idea if it's been working for other apps but not this app (it's quite similar to the others).
As a workaround, I've advised to pin the app to their home screen of their iPads and open the app on their device, online, at least once.
