If you add your flows to a solution and export the solution, the zipped package will contain the information on all workflows in the solution. There will be a file called customizations.xml in the package and will contain an array of <Workflow> nodes that has a <Definition> node that will contain the full Robin code for your desktop flows.
You can parse that to check for specific actions.
