Unable to install Configuration Migration tool

I found the following documentation regarding the installation of the Configuration Migration tool:

Download tools from NuGet (Developer Guide for Dynamics 365 Customer Engagement) | Microsoft Docs

 

Whenever I try to run that script I keep getting these errors:

I checked the "Tools" folder and it does not download anything to that directory even if manually created.

    Hello, 

    I'm having the same issue. Did you get the solution ? I look forward to export/import Powerapps solution (Schema and data) from one tenant to another.
