Create a Note with Attachment from one drive file

Hello to all,

This is my situation: 

When a note in a work order with a particular attachment ( called Report.docx..) was created the flow must convert it to PDF and Send the Attachment via EMAIL.

The flow is a following, i can send an EMAIL ( i need also send  EMAIL with regarding field)  order but i cannot create an annotation with the file converted file

I have tried with various way like JSON or convert base64 but for moment i cannot create an annotation with attachment from the temp file created in one drive.

Can suggest any help?

    Very thank, but i have also issue, when i create a note with attachment pdf
