Guidance on Restricting Solution Access to 100 Users and Implementing User Limit Notification

I have exported this solution as a managed solution to another environment, and I want to restrict access to a limited group of 100 unique users. Each time a user accesses the solution, their data will be stored in a Dataverse table. Once the user limit is exceeded, a notification message will be displayed. Give me Some Leads, How to Do it.
