Check if in a list there is a line for a specific person

Hello,
I have 2 Sharepoint lists: an "Note de Frais" list and a "Cagnotte" list. The "Note de Frais" list corresponds to the various expense reports of people in my company and the "Cagnotte" list corresponds to assistance of 300 euros every 3 years, which my company gives to each user who requests it, and that they can spend when they make expense claims to purchase computer equipment.

I would like to create a Power Automate flow that checks if for a person there is a Cagnotte in their name, and if there is no Cagnotte in their name, I would like a Cagnotte in their name to be created.
But I don't see how to do that at all. Can you help me please ?

    What's the column name of your person column?

    Where is this column? Is it in Cagnotte list or Note de Frais?

    What's the datay type of your person column?

    Which list do you want to modify, Cagnotte list or Note de Frais? 

    Could you provide some samples?
