I'm building a PA flow to write Form data to a SharePoint list. Does everyone who fills out a form, that uses the PA flow to write the data to the SharePoint list, need a Power Automate license?

Based on the official document , if you are using the automated type flow , Automated or scheduled flows always run under the owner's license .
And here you can see the type for your flow:
So you have to make sure that the owner of your flow has the corresponding license.
