    Firstly, please post your code in text - the below is OCR'd so watch spelling
    If(
       varNewFolderPath = "ContractManagement Attachments/",
       ClearCollect(
          colContractManagementDetails,
          SortByColumns(
             Filter(
                Filter(
                   'ContractManagement Attachments',
                   Name =
                   LookUp(
                      'Access list',
                      Approvers exactin User().Email
                   ).Title
                ),
                'Folder path' = varNewFolderPath
             ),
             "Created"
          )
       ),
       ClearCollect(
          colContractManagementDetails,
          SortByColumns(
             Filter(
                'ContractManagement Attachments',
                'Folder path' = varNewFolderPath
             ),
             "Created",
             If(
                Ascorder,
                SortOrder.Ascending,
                SortOrder.Descending
             )
          )
       )
    )
    The fundamental issue is that absolutely nothing in there is Delegable (I assume you are querying a SharePoint Library here) - neither the Name (file name), 'Folder path' or the exactin function are Delegable nor is the relational Lookup to the other list you have in the middle. The first place to start is you need a couple of Text columns added to contain the file name and path (then you can query them) - also you can use equals on the User query if is it an exact match, but you need to set a Variable to this and get it out of the filter.
