Field in PDF table cannot be tagged

I have a PDF with a table. In that table there are mulitple lines. All lines and their fields can be tagged, EXCEPT, the one i highlighted with red underneath in my image. The number 2 cannot be tagged while the word 'KOL' can easily be tagged. Ive tried the advanced tagging mode and nothing helps.
Any help is appriciated
