Is there a way to use import a pdf file and then display the document on the portal .?
I want to import file and display that document on one web page or entity form.

If you want to import a PDF file into a PowerApps Portal, and then display it within a web page, please check the following blog or video would help in your scenario:

In addition, you could also consider connect your PowerApps Portal to your SharePoint Server, then you could display the file stored in your SP Library folder within your PowerApps Portal:
