How to create bulk Doc Sets

I believe this is a common question regarding SharePoint.

We have a Staff Records Library, and I need to create Doc Sets for each staff member. Each Doc Set will have specific column names, such as:

- Staff Name
- Staff ID
- Position Title
- Section

What is the best way to create multiple Document Sets at once?

Power shell is the better way or

else you can try power automate. The difference between Document set and folder is its content type. all you need to is change content type
