It's whoever built the PDF. PDFs have a specific text order and a specific {Tab} order. This determination is outside of your control. Fortunately, if they are using a single process; hopefully, it shouldn't move around on you and should always come down the same way. Good luck!

Yes all 500+ are the same layout, but just for the totals.
PAD put random entries into random Excel cells, save as pdf.
