You can use "Get changes for an item or a file" and condition to prevent other actions under the trigger from running when other columns are modified.

What is the dynamic content in the condition?
Sorry, I didn't notice it was an excel file. At present, the triggers and actions about Excel are very limited, and it is difficult to monitor the changes in the values of columns in Excel through flows, so I recommend that you use a flow to migrate data from Excel to SP List.
