I am unable to export an application. Receiving this error. Please advise.

This is preventing me from exporting an app from DEV to write to PROD env. Need this app in PROD by EOD today.
Was a transient issue. After the 4th try, export worked.

Its great that you were able to get this issue resolved and that it was only a transient issue. I would definitely recommend opening a ticket with Microsoft Support on issues like this. Especially if its time sensitive. I'll include information below on how to do so for future communities users.
